These terms apply to anyone who accesses the Signals of Agency Foundation's web presence, submits a partnership inquiry, or engages with Foundation-governed infrastructure in any capacity. Access constitutes acceptance. There is no registration. There is no account. There is no negotiation of these terms at the individual level.
Institutional partners are additionally governed by their executed System Scope Acknowledgement, which supersedes these terms where the two overlap.
This site is a governance document made public. It describes the Foundation's doctrine, its architectural commitments, and its partner framework. It is not a product. It is not a service. It does not create a commercial relationship by virtue of being visited.
Nothing on this site constitutes legal advice, operational guidance, or a warranty of any kind regarding the behavior of any system governed by the Foundation.
The Foundation governs the architectural constraints of Class C passive signal infrastructure operating under its jurisdiction. It does not operate that infrastructure directly. It does not employ the staff who use it. It does not control the properties where it is deployed.
The Foundation's authority is doctrinal. It sets the boundaries. Operators work within them.
The doctrine, language, governance frameworks, and structural positions published by the Foundation are the intellectual property of the Foundation and its architectural parent, BlueWave Technology Inc. They may not be reproduced, adapted, or incorporated into any commercial or institutional product without written authorization.
The phrase "So No Signal Goes Unwitnessed" is a canonical expression of Foundation doctrine. It is not available for general use.
The Foundation makes no representation that its governed infrastructure is appropriate for any specific deployment environment. Operators bear full responsibility for evaluating whether Foundation-governed systems meet the legal, regulatory, and operational requirements of their jurisdiction.
The Foundation witnesses. It does not certify. It does not guarantee outcomes. It does not assume liability for operator decisions made on the basis of witnessed signals.
The Foundation is a nonprofit governance entity. It does not generate revenue from infrastructure deployments. It does not indemnify operators, partners, or third parties for claims arising from the use of governed systems. To the fullest extent permitted by law, the Foundation's liability in any matter is limited to the cost of the record it kept. Nothing more. That is also its purpose.
These terms are governed by the laws of the State of Oklahoma. Any dispute arising from engagement with this site or the Foundation's governance activities shall be resolved in the appropriate courts of that jurisdiction. The Foundation does not submit to jurisdiction in any other forum.
The Foundation may update these terms as its governance posture evolves. Material changes will be reflected in a revised effective date. Continued access to this site following any revision constitutes acceptance of the updated terms.
The Foundation's core architectural commitments — that the system witnesses but does not act, that escalation belongs to a human, that a signal is not a determination — are not subject to revision by these terms or any future version of them. Those commitments are structural.
