The Signals of Agency Foundation does not operate a consumer-facing platform. It does not collect names, email addresses, payment information, biometric data, location data, or behavioral profiles from individuals who encounter its governed systems.
The Foundation exists to govern infrastructure. It is not an interface. It has no login. It has no account.
A signal, as governed by this Foundation, is a brief expression of agency captured within a Class C infrastructure environment. A signal is not associated with an identity. It is not linked to a name, a face, a device, or a profile. The system witnesses the expression. It does not attribute it.
This is architectural. It is not a policy choice that can be reversed by a future administrator. The structure makes attribution impossible by design.
The Foundation may receive institutional inquiries, partnership correspondence, and NGO activation requests. These communications may include organizational names, contact information, and system scope details. This information is used solely to evaluate and administer Foundation partnerships. It is not sold, licensed, or shared with third parties.
Organizations that operate under Foundation governance are bound by their System Scope Acknowledgement. That acknowledgement requires each partner to maintain their own privacy posture appropriate to their operator environment. The Foundation does not assume the privacy obligations of its partners. It governs the architectural constraints within which partners operate.
The Foundation's governing doctrine is absolute on one point: the system does not act. It witnesses. No signal captured within Foundation-governed infrastructure is transmitted to law enforcement, shared with advertisers, or used to build behavioral models of any individual. Action belongs to a human. The Foundation's role ends at the record.
The Foundation's web presence does not use third-party tracking pixels, behavioral advertising scripts, or session recording tools. Basic access logs may be retained for security and infrastructure purposes and are deleted on a rolling basis. No analytics profile is built from visitor behavior.
