You already know what it costs when a record doesn't exist. A signal is not an alert. It is a record of a brief expression of agency. The Foundation exists to ensure this distinction is preserved, structurally enforced, and legally defensible in every deployment context.
Organizations authorized by the Foundation operate under a System Scope Acknowledgement that defines constraints, prohibitions, and the doctrine of institutional restraint. Authorization is issued by the Foundation. It is not self-serve.
Class C passive signal infrastructure operates in environments where the stakes of a system doing more than it should are not theoretical. Hotels. Transit hubs. Retail environments. Educational institutions. These are environments where people move through space without expectation of observation — and where a system that escalates, interprets, or acts beyond its design doesn't just create liability. It violates the implicit terms under which people agreed to be there at all.
A commercial structure cannot hold that boundary under pressure. A vendor relationship creates incentives that, over time, distort constraints. A commercial operator can be acquired, pivoted, or pressured in ways that change what a system is permitted to do.
The Foundation exists because the only structure that can hold this boundary without distortion is one that has no commercial incentive to abandon it. That is not a feature. That is the institution.

Class C passive signal infrastructure is designed around the interests of three distinct parties. Not one. Not two. All three. And the structure only holds because each party's relationship to the record is precisely defined and architecturally enforced.
The system observes an environmental interaction that represents a person choosing to act. It records that something was expressed. It does not interpret what the expression meant. It does not identify who expressed it. It does not escalate what it observed. The person's expression is preserved on their terms. The system holds it. Nothing more is done with it at the system level.
For the first time, a hotel, a transit hub, a retail environment, an educational institution — can participate in meaningful infrastructure for vulnerable persons without expanding its legal duty. The host cannot see the record. It cannot access it. It cannot be held to have acted on what it did not know. Blindness, here, is not a gap in the system. It is the system working exactly as designed.
Organizations pre-vetted and authorized by the Foundation gain access to aggregated patterns of expressed agency across the nation. The system makes those patterns visible. It prescribes nothing. Access is issued by the Foundation. It is not self-serve. It is not available to any party outside the Foundation's authorization process.
No system governed by this Foundation escalates. The system informs. What authorized NGOs choose to do with that awareness is entirely their determination.
